Community Land Trust

A community land trust creates permanently affordable housing in desirable areas by retaining public ownership of the land while having families own or lease the physical structure.

Dallas could convert the existing land bank and land transfer programs into a Community Land Trust to ensure that the housing stays permanently affordable. In fact, Dallas is already looking for applications for a CLT.

Many cities across the US, including Houston and Austin, already have community land trusts that can serve as a model for Dallas (Source).
